In 2013, council completed the Caloundra Area Transport Study. The Department of Transport and Main Roads (TMR) worked with council on the study. Several transport corridors were assessed in the need to address transport challenges accessing Caloundra. The study included community consultation and engagement on potential transport options.
Council progressed the planning for the preferred transport corridor upgrades in the:
- Caloundra Centre Master Plan (adopted in 2017).
- Sunshine Coast Council Local Government Infrastructure Plan (adopted in 2018).
Both plans included community consultation and stakeholder engagement.
Council completed a transport corridor options analysis study in 2018. The Oval Avenue transport corridor upgrade (the project) was selected to progress.

Project aim
The project is one of many in which Council is planning to invest. This project aims to improve multi-modal transport access into Caloundra. Without these works, travel speeds and traffic congestion in Caloundra will continue to get worse. Council estimates this will cost the community around $38 million each year. The project aims to reduce these costs by reducing the travel time of motorists during periods of congestion.
Project scope
The Oval Avenue transport corridor upgrade will incorporate works on the following streets and avenues:
- Oval Avenue
- Gosling Street
- Third Avenue
It will include new cycle lanes and shared pathways for the community. In doing so, it will create an integrated corridor for:
- Pedestrians
- Cyclists
- Public transport
- Motorists

Where to from here
Council resolved to commence purchasing land for the transport corridor at the Ordinary Meeting held on 31 January 2019. Council began contacting property owners affected by the project, with letters to relevant land owners, in February 2019.
Council will progress the design of the Oval Avenue transport corridor upgrade. Council expects construction of the Oval Avenue transport upgrade to start in the 2021/2022 financial year. However, construction timing is dependent on the adjacent Third Avenue extension to Nicklin Way.
Related projects
Council has partnered with TMR on the proposed extension of Third Avenue from Arthur Street to Nicklin Way. Together these two projects have been identified as the next step to improve access into the Caloundra CBD. These two projects will reduce traffic volumes on the eastern end of Caloundra Road which in turn will reduce delays at the Caloundra Road/Nicklin Way roundabout.
